SOURCING

Supplier Screening

Utilizing our in-house Supplier's Databank, immediate actions can be taken with either preliminary or more detailed material specification sent from our clients. Our extensive Databank has been selectively developed and regularly updated during years of international procurement in the construction and engineering industry. We do not aim to put clients and suppliers in contact but to select the best suppliers for our clients and to accompany them during their whole partnership. The screening process provides steadfast evidence to our clients in terms of product availability and indicative product cost in China. This service section will particularly benefit those companies who only wish to "test the water" in China Sourcing, and it's also part of our consulting service.

Supplier's Pre-Qualification, Evaluation and Recommendation

This section can be either the sequel of supplier screening or an independent consulting service. During supplier's pre-qualification, we will provide our clients with supplier's information such as capability, staffing, financial status, quality system, certification, supply reference and much more. The pre-qualification can be performed under our client's or JPA's format. Based on the selection criteria, unqualified suppliers will be drop off whilst the qualified suppliers will be recommended for final evaluation.

Supplier's Audit

JPA's Supplier's Audit helps to verify the capability of a manufacturer to meet contract conditions for quality, quantity and delivery terms. JPA has its' own audit system, however such assessments can be tailor-made as per client's requirements to incorporate and address our clients' special needs into different activities. We always welcome our clients to participate in the audit process in order to have direct interactions with the suppliers in respect to production and quality.

Communication

A project manager is assigned to each project. This individual is responsible for coordinating all aspects of the production process and serving as the communication link. Our project manager becomes an advocate, and assures business needs are being given the urgency and importance they deserve.

Availability

We are committed to provide the best service to our clients, thus we cross-train on all procurement projects. This ensures that project managers are not over committed and allows them to flex with the peaks and demands of their customers.

Procurement Project Management

Project managers are trained to manage the details of a project from start to finish. Each project manager becomes an integral part of the project. They provide an invaluable resource for procurement of materials, coordinating production process, managing assembly schedules and assuring timely shipments of completed projects. Often they can offer valuable insights and suggestions to our clients from their experience in working with many diverse clients and projects.
Our buyers and engineers are always supervised by a project manager. They are originally graduates from renowned schools: Universities, Business or Engineering Schools. All of them join JPA after at least 5 years of work experience with well- known international companies. When joining JPA they all follow an induction period which aims to make them familiar with the purchasing methodology developed by JPA. They then receive continuous training made up of a minimum of 5 modules per year. Each project team is able to tackle all kinds of purchases, with particularly strong expertise in construction/engineering purchase.

SUPPLIER CONTROL

Technical Clarification and Production Preparation

Our engineers will clarify the detail technical issues with supplier's production unit prior to fabrication to make sure the supplier fully understood every bit of the technical requirements and start preparation work properly. Supplier will be requested to provide a detailed product plan immediately after order placed. This production plan will then be well evaluated by our engineers as well as our clients to ensure it's reasonable and achievable. Wherever necessary, a kick-off meeting will be called in supplier's shop with client participated.

Quality Manual and Inspection Plan

Supplier's Quality Manual and Inspection Plan must be audited before proceed, especially for first time suppliers. The inspection plan needs to be agreed by both our clients and the suppliers, as it will become the guide of inspection work throughout the production process. Quality is assured by meticulous adherence to uniform quality control procedures. Any customized procedures will be assessed and implemented as demanded by the product and customer requirements. All processes are fully documented and available for review.

Production Plan and Monitor

The Production Plan must be reasonable and agreed by our clients before proceed, this production plan should including but not limited to:
 , Design schedule (if any)
 , Raw materials in-hand plan and / or sublet parts list and plan
 , Manpower mobilized and key persons
 , Final inspection point (client acceptance point)
 , Packing and transportation preparation

This plan will be executed by the suppliers with close monitoring from JPA by shop visit or desk phone contact.

Change Control and Management

Most often there will be some Change during the production period either required by clients or raised by suppliers. Properly control and manage these attempts of changing will be one of our valued add service highlights. JPA's Change Control Procedure will be followed whenever it applies, and if requested, this procedure is available for our clients to review.

Status Management and Expediting

Delivery is critical to all clients especially in respect to those ongoing projects. We aim to control delivery from the start of order placing rather than wait until it's already in the middle of production. We refer to this approach as the In-Progress management and expediting. Monitoring the production process requires on-the-spot presence to reduce the risk of substandard quality, and to ensure that other aspects of contractual obligations are met. The earlier possible execution shortcomings are detected the better in order to initiate timely corrective actions. To accomplish this, we will have our professional people watchfully check the production progress against the production plan and find any hidden issues behind the screen. Shop visits and meetings with shop manager will be conducted when potential delay becomes suspicious. Intermediary reports will also be sent to our clients to keep them informed about the production progress relative to the delivery terms.

e-Reporting System

In order for our client to closely monitor the whole fabrication process, we have established an e-platform located on our company website providing standard or customized reports for fabrication status, inspection status, packing and delivery status and alike. Our clients will be granted authorization to access their own project and review all relevant information. This system enables our clients to look at the live project status from their own desks without physically traveled to China whilst our staff has become our clients' extended arms to handle everything at real time.

LOGISTIC MANAGEMENT

Transportation

In China, most suppliers do not deliver their products overseas because they view logistics as a potential risk. JPA can provide solutions to meet our client's requirements and address their concerns. We maintain strong relationships with many major carriers. The relationship enables us to negotiate rate significantly below that which is generally available. As a result, customers achieve significant savings in freight cost. Our staff can assist in choosing carriers as well as meeting procedural requirements for international shipments. We are able to:

, estimate transportation cost on a CIF or DDP client nominated port basis
    disrespect with what terms suppliers agreed. This approach helps our clients to
    evaluate the materials on an apple-to-apple basis with other materials.

Packing and Shipping Documentation

Theoretically documents are prepared by suppliers and logistic companies. However based on our past experiences in China, valuable time were being wasted when paper works go back and forth between customs bureau, logistic company and suppliers due to incorrect or incompletion of the document provided. We have found that it's critical to have experienced staff enforce the following document preparation to avoid nonsense delay:

, proper packing to meet both our client's requirements and import country's
    environmental requirements.
, proper shipping document preparing to meet customs clearance requirement on

Insurance Handling

Insurance policy in China is a totally new chapter compared to those in western countries. It is important to clarify with suppliers and logistic companies regarding all aspects of coverage issues thoroughly to ensure all requirements are fulfilled in order to protect our clients from potential risks.

Port Handling and Customs Clearance

We are licensed company in China to independently handle the customs clearance and export without third party involvement. It enables our clients to minimize costs for hiring an export agency and meanwhile simplify contractual relations. In addition, direct handling the port and customs leverages the possibilities of cost savings in the whole process.

e-Tracking

Our website provide the e-platform to enable our client to track the product transportation from their home office. The delivery status will be live updated by our in-house staff. Started from the point where products leave the shop, our clients will be able to track the whereabouts of the products in any specific day and the expected arrival date/time.
